Presidential Circular No. 2025/10
The one-year period set by the Circular ended in June 2026. Is your website ready?
We support your institution’s Review Committee technically: we scan your website, fix the errors and prepare a draft report for the committee to use. The first step is free.
- Errors fixed at the source, through the templates
- A draft report for your Review Committee
- Free fixes for 30 days on the pages in scope
Why now
Not only a legal obligation, but also a visible responsibility to citizens.
- 01
The one-year period has ended
The Circular asks public institutions and bodies, universities, municipalities and the other organisations it lists to make their websites and mobile applications compliant within 1 year. The Circular is dated 20 June 2025, so that period ended in June 2026.
- 02
A Review Committee is expected of you
Under the Circular, every institution to be monitored sets up its own Review Committee. The committee reviews the website and mobile applications technically, prepares a report and submits it to the Monitoring Committee.
- 03
Result reports will be announced
Result reports on the monitoring carried out by the Monitoring Committee will be announced by the Minister of Family and Social Services. Institutions found to be accessible receive the right to use the Accessibility Logo for 2 years from the Ministry.
- 04
The basis is the law
As the Circular puts it, under Law No. 5378 on Persons with Disabilities, making information services and information and communication technology accessible is a legal obligation. The Circular sets the yardstick: the Accessibility Checklist – Level A and WCAG 2.2.
- 05
Your citizens are waiting
An image without alternative text gives no information to a citizen who uses a screen reader. The aim of the Circular is equal access to services for persons with disabilities and older people.
- 06
A date on the calendar
The International Day of Persons with Disabilities on 3 December is approaching. Concrete accessibility work gives you something real to point to that day.

Why Zeren
From detection to the draft report, alongside your Review Committee.
We fix the problem at its source
On institutional websites, a large share of errors often comes from template components repeated on every page: the menu, the footer, the news card. We fix them through the template rather than page by page, so the fix reaches every page that uses it.
Your draft report arrives ready
We prepare a draft technical report against the Checklist – Level A and WCAG 2.2, with findings, evidence and a before/after comparison. The review, the decision and submitting the report to the Monitoring Committee remain with your committee.
Thirty days after delivery
If, within 30 days of delivery, a level A criterion listed in our report fails again on a page in scope, we fix it free of charge. The scope and conditions are set out below.
A real fix, not an overlay
“Accessibility menu” plug-ins added to the corner of a website do not remove the errors in the code. We fix the code.
We test with a screen reader
What automated tests cannot catch, we check on the pages in scope by navigating manually with a screen reader and the keyboard.
We work with your contractor
If a contractor runs your website, we apply the fixes together with them, or hand over the code and template changes for them to apply.
We make compliance last
In preparation: Turkish description suggestions for uploaded images and a monthly automated scan. When the service opens, we will announce its scope and where its data is processed.

Compliance subscription
In preparation: a monthly automated scan, preparation for a new review before the logo period ends, and automatic Turkish image description suggestions.
Scope of the 30-day commitment. It is limited to what the proposal and the report define:
- Pages: only the pages listed by address in the proposal and the report, and the templates those pages use.
- Criteria: only the Checklist – Level A criteria listed in the report, verified with automated testing and the manual checks written in the report.
- Out of scope: content and pages added or changed after delivery; code changes made by your institution, your contractor or third parties; third-party services such as maps, video, social media, payment or CAPTCHA; PDFs and documents not written into the scope.
- What we need from you: access to the source code, the template or a test environment; publishing the fixes; and reporting the error by e-mail, with the page address, within 30 days.
Zeren Technologies is not an official assessment or audit body, and our work does not replace your Review Committee’s review. Reviewing the website technically and submitting the report to the Monitoring Committee are the duties of your institution’s Review Committee; the right to use the Accessibility Logo is granted by the Ministry of Family and Social Services at the end of the monitoring process. No commitment of ours means that the logo will be granted.
Free pre-scan
Find out where your website stands within 5 working days
The pre-scan checks your home page and up to four further pages we select from your website with an automated tool. Your summary report shows the error counts, the most frequent error types and how much of the errors are concentrated in shared components. Automated tests catch only part of the issues; the pre-scan is not a compliance assessment.
Filling in the form puts the institution under no charge or obligation. To reach us directly: projects@zerentechnologies.com.
